Draft Streaks campaigns can now be activated

If you saved a Streaks campaign as a Draft, there was previously no way to activate it from the admin: the option wasn't offered anywhere, leaving a Draft campaign stuck until you deleted and recreated it.

You can now activate a Draft campaign from three places: the row menu on the Streaks list, the Actions menu on the campaign's own detail page, and the Review step of the edit wizard, right alongside Save changes when you're editing a Draft.

When you activate from the edit wizard's Review step, your edits are saved first. If activation is then refused for any reason, your edits are kept and the campaign stays a Draft, and you'll see the reason it couldn't be activated instead of losing your changes.

Active campaigns keep their existing Pause action, and paused campaigns keep Resume, unchanged.
