Every plan can now switch the subscriber skip cap off

The skip cap limits how many times in a row a subscriber can skip an upcoming delivery from the customer portal. Previously, only merchants with advanced customer-portal permissions could turn this cap off; everyone else had it locked on with no way to change it.

Now, from Settings → Customer permissions, any merchant on a plan without the advanced permission can switch the skip cap off if a locked limit doesn't fit how they want their subscribers to manage their own deliveries. The count and which subscribers it applies to stay the same either way; only the on/off control is now open to every plan.

One thing worth knowing: once a merchant on Free or Starter saves the cap off, they can't switch it back on again without the advanced customer-portal permission. New installs now ship with the skip cap on by default, matching the safer starting point most merchants want before they decide whether to loosen it.
