Fixed: the onboarding wizard no longer gets stuck for a merchant with no detection snapshot

A merchant partway through the onboarding wizard whose shop had no store-detection snapshot yet used to get stuck. The wizard's snapshot and conversation calls answered with an error and nothing was queued to fix it, so the merchant couldn't move past their current step, and Home kept showing an incomplete state instead of the Best fit recommendation and Subi AI's answer.

The wizard now runs detection automatically the first time it notices a shop has no snapshot, instead of leaving it unresolved, and it doesn't keep re-queuing detection on every later check while it waits for that first run to finish. Once the snapshot attaches, the merchant stays on the step they were already on. A wizard sitting at plan review, for instance, isn't bounced back to an earlier step just because detection finished late.
